Previous Mold Found

I am presently doing a a WD job...Water heater busted on Tuesday morning. Water heater sits on particle plywood, which sits on Drywall sheet, which is supported by 2 x 4's. Bottom side of drywall is covered with blackish mold, which had to have been there from previous water leaks. How should I handle this mold with the insurance company? I should be finished drying the house on Thursday(today).
P.S. Why would the builders put plywood on drywall and not directly on the 2 x 4's?
