I think I'd try:

First I think I'd run a "hi productivity" floor stripping pads on a 175 rpm rotary over the surface DRY to try to "sand" as much off that I could. I'd be sure to take measures to contain the dust from travelling. I'd then vacuum the dust sanded off up. The I go for the Bean-E-Doo. Check out Bean-E-Doo at www.franmar.com if I remember correctly they are located in Bloomington/Normal area in Illinois. It might just the stuff to use in an office building environment that I am guessing is mostly occupied with tenants? Might get some extra points for the use of a soybean product? I think some d-limonene cleaning products might also do the trick, check out National Chemical Lab's Citrol? However, to remove as much as possible with a grit screen or hi-pro stripping pads might mean less mess later? With a name like Bean-E-Doo you know its gotta be good.
