I agree with Rick's "soil management" explanation. I've been padcapping my janitorial accounts regularly for 5 years and they are in in no need of extraction. I've tested a few areas before for peace of mind with HWE, but it still didn't yield better results.
Maintenance is superior to method in my experience.
