I tried posting the other day but didn't get an answer. I figured out how to upload my video to YouTube. My question.... Is this normal for the bigger plate to stop like this.? Either on it's own or with very little pressure holding it.

Yes, that is normal. The drive deck will spin only when the pads are set onto the floor. Put it back together, out some pads on it, and put it onto the floor. You'll see that the drive deck will rotate like normal.
