Ahh. If it's a new tank and hose, then it simply isn't adjusted correctly.
1) Make sure that the tank is seated all the way downward on the handle. And make sure that it's mounted securely.
You can loosen the top mounting bracket - press downward on the tank - and then tighten it up. Then drill a self-tapping screw through the mounting bracket, so that the tank is prevented from riding up the handle.
2) You can also check on the rod that screws into the blue plunger assembly. Is it threaded in all the way. If not, thread it all the way down.
Apply these two suggestions, and you should be okay. Sounds like you just need to get the tank adjusted properly on the handle, and then she'll work like a charm.
